The implementation of the detailed rules will accelerate the recycling and dismantling industry of end-of-life motor vehicles into the market-oriented development process, promote the healthy and orderly development of the industry, and it will be more convenient for car owners to handle scrapped vehicles.
The scale of vehicle recycling needs to be improved
In recent years, with the continuous increase in the number of motor vehicles in China, how to scrap, recycle and recycle vehicles has become a new focus in the field of people's livelihood.
According to the statistics of the Ministry of public security, as of June, the number of motor vehicles in China has reached 360 million; 69 cities have more than 1 million vehicles; 12 cities, including Beijing and Chengdu, have more than 3 million vehicles.

According to the data of the Ministry of Commerce, in 2019, the number of motor vehicles recovered in China will be 2.295 million, with a year-on-year increase of 15.3%, including 1.951 million vehicles, with a year-on-year increase of 16.8%.

Scrapping price of motor vehicles will be more reasonable
According to Zhang Ying, as of the first half of 2020, the price of scrapped cars in China is generally between 400 and 600 yuan per vehicle, and has risen to about 1000 yuan after adjusting the pricing model in some regions. The price of scrapped motor vehicles is mainly affected by the model, vehicle condition, emission standard, metal content and weight of parts and components. Some people in the industry jokingly call the scrapping of motor vehicles as "selling by weight".
For a long time, "scrapped vehicles can not be sold at a price" has become the inherent impression of many car owners and one of the reasons for the low enthusiasm of car owners. The phenomenon of "insufficient food" and "difficult collection" in scrapped vehicle recycling and dismantling enterprises is also common.
The rules to be implemented will further refine and explain the recycling of end-of-life motor vehicles. Among them, the loosening of "five major assemblies" will become the key factor affecting the recovery pricing of motor vehicles. "Five assembly" refers to the overall structure of motor vehicle engine, gearbox, etc. Compared with the previous recycling "selling by weight", the detailed rules confirm that it is allowed to sell the "five major assemblies" of end-of-life motor vehicles with recycling value to enterprises with remanufacturing capacity, and then reuse them after remanufacturing. Therefore, the recycling price of scrapped vehicles is expected to increase.
In general, the new original parts are often used preferentially in the maintenance process of motor vehicles. Now, according to the specific use of motor vehicles, consumers can choose recycled parts and remanufactured parts for maintenance. As a result, maintenance costs will be significantly reduced for older car owners.
"Take the gearbox as an example, there is no big difference between the new gearbox and the remanufactured gearbox in actual use, because the remanufactured parts are no lower than the performance of the new parts according to the national standards, but the price will be 40% to 50% lower than that of the new gearbox." At the same time, the state has cancelled the number restrictions on the recycling enterprises of end-of-life motor vehicles. With the implementation of the new regulations, scrapped recycling enterprises and outlets will gradually increase according to market demand and car ownership. In the past, scrapped vehicles have to travel dozens of kilometers and other problems will be improved to some extent, and it will be more convenient for car owners to handle scrapped vehicles.
Under the promotion of policies, the improvement of enterprise services and remanufacturing value of "five major assemblies" is expected to achieve a new accurate recycling mode of "one car, one price", and the scrapped price of motor vehicles will be more reasonable.
Standardize the healthy development of the industry and make driving safer on the road

"This phenomenon is mostly related to the insufficient understanding of the" residual value "of scrapped vehicles and the recognition of recycling and reuse." Zhang Ying said that many car owners have fantasies about the "value" of scrapped vehicles, which has led to illegal recycling in the market.
"Illegal scrapping of motor vehicles does a lot of harm." Zhang Ying said that driven by interests, the "five major assemblies" of scrapped vehicles may return to the market in the illegal dismantling process. If the illegal assembly is put on the road again, it will undoubtedly become a major hidden danger of driving safety, and it will also bring illegal risks to car owners.
Experts in the industry said that in the process of illegal dismantling of scrapped vehicles, once the waste oil and waste liquid seeps into the ground in violation of the regulations, the soil will not be ploughed again; the unreasonable disposal of batteries, airbags and new energy power batteries will produce harmful substances to human body.
Cui Dongshu believes that scrapped motor vehicles are not scrapped, which seriously disrupts the market and is not conducive to the development of the automobile industry. "The flow of scrapped vehicles into the black market may not only cause environmental pollution, but also threaten road traffic safety and the safety of people's lives and property." Cui Dongshu said that after the implementation of the new regulations, the problems existing in the past, such as dismantling cars without permission, assembling and repairing, are expected to be improved, which is conducive to promoting the overall safety of vehicle maintenance and social vehicles.
At the same time, it is necessary to set up the "big model" and "recycling" information system, and record the "Five" information of automobile parts and components in the whole country.
